John married Elizabeth Wilkes, daughter of George Wilkes and Elizabeth Pool, in 1884 in Wolverhampton. (Elizabeth Wilkes was born in 1860 in Heath Town, Wolverhampton and died in 1932 in Wolverhampton.)

It would seem that only one John Pugh got married between 1881and 1891 in Wolverhampton - that was in 1884. On the register page are two grooms and two brides - Kezia Baldwin and Elizabeth Wilkes - and there is evidence (not conclusive though) that Kezia married the other groom, Joseph Arthur Lycett.

John's wife Elizabeth's place of birth given in the 1891 census, is 'Heath Town' which is where Elizabeth Wilkes seems to have been born (Inkerman St).

To prove the connection, either the marrige certificate of John & Elizabeth or the birth certificate of Arthur Pugh (or any of their other children) would need to be obtained.
